Dapeng (Chinese 大鹏 新区, Pinyin Dàpéng Xīnqū) is a "New Municipality" of the South-Chinese city of Shenzhen in Guangdong Province. He was founded on October 27, 2011. It is a so-called "functional" municipality, a second-order administrative structure, ie a "city-center authority". This means that unlike the "old" districts of Shenzhen, Dapeng has no people's congress, no consultative conference, and above all, no People's Government (人民政府) elected by the People's Congress. Instead, its administration is directly determined and implemented by the city of Shenzhen. The population, which is small for Shenzhen, consists mainly of members of the Hakka, a subgroup of the Han.
